Cecilia "Cissy" Beltran, 50, of Las Cruces, NM, passed away peacefully, surrounded by her loving family, on March 28, 2026, after a courageous battle with renal failure.
Cissy was born on April 22,1975 at the Lincoln County Medical Center in Ruidoso, NM, to Carlos and Cecilia Beltran of Tularosa, NM. She was raised in Tularosa alongside her parents, her older sister Tina, and her younger sister Carla.
From the age of two, Cissy attended Zia Therapy Center in Alamogordo, where she began a lifetime of learning and growth. She later attended Tularosa Public Schools, beginning at Tularosa Junior High School, and proudly graduated from Tularosa High School at the age of 22. During her younger years, she was active in Special Olympics where she enjoyed swimming, gymnastics and cheerleading.
Cissy found joy in life's simple pleasures. She loved coloring, playing games on her phone and iPad, and especially cherished time spent going to eat with her mother- whether at Red Lobster or anywhere that served enchiladas.
For the past 12 years, Cissy made her home in Las Cruces, where she spent time with friends at Angel Care of NM, Inc. a day habilitation program that supported her and many others with developmental disabilities.
Though Cissy spoke very little in her later years, she communicated in her own unique and unmistakable way. With a glance, a gesture, or one of her signature expressions, she made her thoughts and feelings clearly known to those who loved her most. She was not defined by expectations or stereotypes, but by a spirit that was entirely her own- at times quiet, at times strong-willed, and always deeply genuine. Those closest to her understood her language, her rhythms, and her presence in a way that went far beyond words.
Through her life, Cissy taught those around her patience, unconditional love, and the profound truth that connection does not always require speech- it is often found in simply being present, understanding, and accepting one another as we are.
Cissy is survived by her parents, Carlos and Cecilia Betran; her sister Tina Beltran of Las Cruces, NM, and her children, Jazmin Diaz (Carlos Diaz), who have a daughter(Kaiya) and two sons(Doreyan and Derrick), and Damian Davila, all of Las Cruces; her sister Carla Beltran and life partner, Albert Barela, also of Las Cruces, and their children, Gabriela Beltran (Nate Cooper), who have three sons(Cristian, Messiah, and Nathaniel, jr.) , and Isaac Barela; as well as many aunts, uncles, cousins, and extended family members.
She was preceded in death by a sister, Charlotte Olivia (1980); her maternal grandparents, Lucio and Elvira Maes; and her paternal grandparents, Ismael and Tiburcia Beltran.
A memorial service will be held on Friday, April 10, 2026, at St. Francis de Paula Catholic Church in Tularosa, NM. The rosary will begin at 1:30 p.m., followed by Mass at 2:00 p.m., with fellowship to follow in the Parish Hall.
In lieu of flowers, the family kindly asks that donations be made to Angel Care of NM, Inc. 2225 E. Griggs Ave., Las Cruces, NM 88001.
